2. תחולת החוק
הוראות חוק זה חלות על מי שהחזיק ועיבד, בעצמו או על ידי בני־ביתו, במשך תקופה שאינה פחותה מעשר שנים ושנסתיימה ביום ט״ז בניסן תשי״ח (6 באפריל 1958) (להלן – היום הקובע), מקרקעין שביום הקובע היו של המדינה או של רשות הפיתוח, אף אם לא היו רשומים בספרי האחוזה על שמם או לא היו רשומים כלל, ואילולא הוראות חוק ההתיישנות, תשי״ח–1958, היה זכאי ביום הקובע להירשם כבעל המקרקעין בספרי האחוזה (להלן – המחזיק).
