מיד עם היוודע לו העניין, ידווח בעל הרישיון למועצה על כל שינוי בנסיבות ובתנאים העלול להביא לכך שדרישות החוק או כללי מרב הזיקות אינם מתקיימים; הוגש דיווח כאמור יחול סעיף 18.
