11. אופן הגשת הצעות
(א)חבר המועצה יגיש את הצעת הכללים ליושב ראש המועצה, בכתב.
(ב)הצעת הכללים שיגיש חבר המועצה תהיה מפורטת או שתכלול את הרעיון שהמציע מבקש לגבש בכללים.
