12. דיון מקדמי
(א)יושב ראש המועצה ישלח את הצעת הכללים אל חברי המועצה לפחות 14 יום לפני הדיון במועצה.
(ב)הדיון המקדמי יתחיל בדברי הסבר של מגיש ההצעה, ובהעדרו – של חבר אחר במקומו, שיהיה רשאי לומר דברי תשובה לפני ההצבעה על הצעתו.
(ג)לאחר הדיון המקדמי תחליט המועצה אם עקרונית יש מקום להמשך הטיפול בהצעה.
