13. העברת ההצעה למועצה
החליטה המועצה על המשך הטיפול בהצעה רשאית היא לקבל את ההצעה או להעבירה לועדה להכנת נוסח של הכללים (להלן – ועדת הניסוח); החליטה המועצה על הקמתה של ועדת ניסוח, רשאי החבר המציע להימנות עם חברי הועדה.
