2. פרסום
(א)יושב ראש המועצה יפיץ את הצעת הכללים בין חברי המועצה ויושבי ראש הוועדים המחוזיים.
(ב)המועצה תהיה רשאית להחליט על פרסום הצעת הכללים בדרך שתיקבע בידי המועצה, בנוסף לדרך הקבועה בסעיף קטן (א).
