2. הגשת קובלנה
(א)קובלנה תיערך בכתב ותוגש לוועדת המשמעת בארבעה עותקים ובכמה עותקים נוספים כמספר הנקבלים בה.
(ב)עותק מהקובלנה יומצא לנקבל בהקדם האפשרי, ולא יאוחר משלושים ימים לפני תחילת הדיון.
