48. שמיעת טענות
בטרם ישתמש הרושם בכל סמכות הכרעה הניתנת לרושם עפ״י הפקודה או עפ״י תקנות אלה, הפוגעת לרעה בכל אדם, ישמע הרושם, אם נדרש בכך, את טענותיו של האיש שייפגע לרעה מתוך השימוש בסמכות זו.
