2. מאפייני שירות הבזק החייב בקבלת רישיון
לעניין סעיף 2(ב)(2) לחוק, לא יספק אדם, דרך עיסוק, שירות בזק באמצעות אחד מאלה, אלא אם כן יש בידו רישיון:
(1)באמצעות רשת גישה נייחת שבבעלותו, שמספר המשתמשים בה הוא 100,000 לפחות;
(2)באמצעות רשת גישה נייחת שמספר המנויים שלו, שמקבלים שירות גישה לאינטרנט באמצעותה, הוא 500,000 לפחות.
