4. הסדרת המרעה באזור המיוחד
אוסרין בזה את המרעה והמעבר של כל כבשים, עזים ופרות באזור המיוחד, אלא אם כן ניתן אישור בכתב ע״י מהנדס עירית חיפה, או ע״י בא־כחו המוסמך, הרשאי לצמצם את האישור הנ״ל בחלקים ידועים של האזור המיוחד, וכן לתתו בתנאים מיוחדים, ותנאים אלה יוכלו לכלול הגבלות ביחס למספר הכבשים, העזים או הפרות.
