5. איסור עיבוד
בזה אוסרים עיבוד קרקע בשטחים המיוחדים, אלא־אם־כן נתן מושל מחוז השומרון אישור בכתב על כך, והוא רשאי להגביל אותו אישור כדי חלקים נקובים בשם של הקרקעות שבשטחים המיוחדים, וכן רשאי הוא להעניקו מתוך כפיפות לאותם תנאים, לרבות תנאים בדבר דירוג הקרקע בקירות אבנים וטיפוח גידולים מסויימים, כאשר יראה לנחוץ כדי להגן על הקרקע מחשף־עפר.
