5. איסור השמדת צמחיה ועיבוד חקלאי
בזה אוסרים לכרות, לשבור, לשרוף או לסלק צמחיה כל שהיא באיזור המיוחד, בין שנזרעה או נטעה ובין שצמחה מעצמה, ולעבד קרקע כל־שהיא באיזור המיוחד, אלא־אם נתן מנהל בית־הספר של דיר עמר, הדר במקום, אישור בכתב על־כך, והוא רשאי להגביל אותו אישור כדי חלקים מסויימים של האיזור המיוחד, וכן רשאי הוא להעניקו מתוך כפיפות לתנאים מיוחדים.
