2. הגשה לבדיקה מוקדמת
כל אדם המדפיס או המפרסם דבר דפוס או פרסום הנוגע לבטחון המדינה, בין שהוא מיועד לפרסום בארץ ובין שהוא מיועד לפרסום בחוץ לארץ, חייב להגישו לצנזור לפני הדפסתו או פרסומו.
