3. איסור פרסום
הואיל ואני סבור כי פרסומו של פרסום או הדפסתו של דבר דפוס הנוגע לבטחון המדינה בניגוד לאמור בסעיף 2 עלול לפגוע בבטחון המדינה, אני אוסר להדפיס או לפרסם פרסום כאמור כל עוד לא הוגש לצנזור, או שהוגש לו ועדיין לא נתקבלו הוראותיו או שהתקבלו הוראותיו ולא קוימו.
