3. היתרים
(א)נציב המים ומי ששר המסחר והתעשיה הסמיכו לכך, רשאים יחדיו, לאחר שהוגשה להם בקשה לכך, להתיר לייצר, לייבא, להפיץ או לשווק כל מוצר או תכשיר, שתקנה 1 חלה עליו, במצב מוצק, למעט אבקה ומשחה, וכן מוצר או תכשיר כאמור שאושר על ידם מראש.
(ב)היתר לפי תקנה זו יכול שיהיה מותנה בתנאים.
