22. סגן יו״ר
(א)ליושב ראש יהיה סגן הנבחר על ידי הרשות ברוב קולות רגיל.
(ב)סגן יושב ראש רשאי למלא את התפקידים ולהשתמש בסמכויות של היושב ראש, במידה ותפקידים וסמכויות אלה הועברו אליו על ידי היושב ראש באישור הרשות.
