23. אי יכולת של יו״ר למלא תפקידו
נבצר מיושב ראש לפעול או שפסק לכהן כיושב ראש וטרם נבחר יושב ראש חדש במקומו, ימלא את מקומו –
(1)סגן יושב ראש, או
(2)חבר רשות שיתמנה על ידיה – אם נבצר מסגן היושב ראש לפעול או אם הסגן פסק לכהן וטרם נבחר סגן חדש.
