13. הגבלת החזקה וההעברה
לא יחזיק אדם יהלומים, לא ישתמש בהם ולא ירשה לאחר להשתמש בהם, לא יעביר ולא יקבל בשום דרך מדרכי ההעברה את הבעלות או החזקה עליהם, אלא למטרת יצוא (להלן – יהלומי יצוא) ואלא לפי רשיון מאת המפקח לפי סעיף 2.
