הענקת אבטלה לא תינתן אלא בתנאי שהקטין משתתף בתקופת האבטלה, וכל עוד הוא משתתף, בהכשרה מקצועית, בסידורי תעסוקה או בפעילות אחרת, שהשר הכיר בהם והם הוצעו לו בדרך שנקבעה, זולת אם אינו יכול להשתתף בהם מנסיבות שנקבעו.
