קיומן של המועצה, של ועדה מועדותיה, של הועדה לביטוח אבטלה, של הועדה לענין שירות מילואים או של המינהלה, ותוקף החלטותיהן, לא ייפגעו מחמת שנתפנה מקומו של חבר או שהיה ליקוי במינויו.
