25. הצעת תקציב

(א)המינהלה תכין, לתאריך שקבעה המועצה, הצעת תקציב שנתי למוסד ותגיש אותה למועצה, אך רשאית המינהלה, בנסיבות מיוחדות באישור המועצה, להגיש תקציב לתקופה הקצרה משנה וכן תקציב מילואים (לכל אחד מאלה ייקרא – תקציב).
(ב)המועצה תדון בהצעת התקציב ותעביר אותה לאישורו של השר, בצירוף הערותיה והמלצותיה; העתק של הצעת התקציב ושל ההערות וההמלצות יומצא לועדת העבודה והרווחה.
