על אף האמור בסעיף 28, הסכום שביום י״ג בטבת התשנ״ט (1 בינואר 1999) היה בחשבון ענף ביטוח שירות מילואים ייזקף, ביום האמור, לחשבון ענף ביטוח אבטלה; לענין סעיף זה, ”ענף ביטוח שירות מילואים“ – כמשמעותו בפרק ו׳4 לחוק הביטוח הלאומי [נוסח משולב], התשכ״ח–1968, כנוסחו ביום כ״ח בטבת התשנ״ה (31 בדצמבר 1994).
