כספי המוסד שאינם מיועדים לכיסוי הוצאות והתחייבויות שוטפות תשקיע המינהלה בהשקעות קונסטרוקטיביות, בהתאם להמלצות המועצה שאישר השר, ובמסגרת ההשקעות המותרות למוסד לפי התקנות שהתקין השר בהסכמת שר האוצר, אם התקין תקנות כאלה.
