מבוטח שהיה עובד או עובד עצמאי או שלא היה עובד ולא עובד עצמאי, ועבר מאחד הסוגים למשנהו, רשאי פקיד גביה ראשי שהמוסד מינהו לכך לקבוע את הסכום המגיע כדמי ביטוח על בסיס מקור הכנסתו בתקופת התשלום ולחייב בתשלומם או בתשלום מקדמות.
