המפקח רשאי לפטור מהוראות סעיף 19 אדם שעסק לפני תחילתו של צו זה בהסעה בשכר ברכב מסחרי על פי היתר מאת רשות הרישוי, והוא רשאי להתנות את הפטור בתנאים שיקבע, ובין היתר, בפתיחת משרד להסעות תוך התקופה שיקבע.
