30. העסקת עובדים
(א)קבלתו של אדם לעבודה ברשות תיעשה בדרך של מכרז פומבי.
(ב)המועצה רשאית, מטעמים מיוחדים שיירשמו, להחליט על משרות וסוגי משרות שלגביהם לא תחול חובת המכרז האמורה בסעיף קטן (א).
(ג)האמור בסעיף זה אין בו כדי למנוע העסקת עובד בשירות הרשות בחוזה מיוחד.
(ד)המועצה רשאית לקבוע כללים בדבר דרכי המכרז ופרטיו, בין בדרך כלל ובין לסוגים של משרות, וכן בדבר המקרים והתנאים בהם יועסק עובד לפי חוזה מיוחד.
