39. הקפאת טובין
(א)חולטו טובין בהתאם לסעיף 38 רשאי המנהל להורות על העברתם למקום שיורה או להקפיאם בידי המחזיק בהם.
(ב)הוקפאו טובין לפי סעיף קטן (א), חייב המחזיק בהם למסרם לפי דרישת המנהל; לא עשה כן, או מסרם כשהם ניזוקים, יאשם בעבירה על חוק זה זולת אם הניח את דעתו של המנהל שהטובין נעלמו או ניזוקו מסיבות שלא היתה לו שליטה עליהן.
