בפרק זה, ”הממונה“ – כל אחד מאלה:
(1)במשרד הבריאות – לעניין כל תחום שלגביו פועל המשרד כנותן אישור – עובד בכיר במשרד הראשי האחראי מטעם המשרד על אותו התחום, ששר הבריאות הסמיכו לעניין פרק זה;
(2)במשרד להגנת הסביבה – עובד המשרד להגנת הסביבה הכפוף במישרין למנהל הכללי של המשרד, שהשר להגנת הסביבה הסמיכו לעניין פרק זה.
