10. מקום שמחוץ לתחום רשות מקומית
במקום הנמצא מחוץ לתחומה של רשות מקומית, יהא הממונה על המחוז רשאי להתקין, באישור שר הפנים, חוק עזר כאמור בסעיף 6.
