Israel Opens an Embassy in Tallinn as Iran Targets Its Diplomats

Israel's Foreign Minister Gideon Sa'ar met his Estonian counterpart Margus Tsahkna on Monday 10 November 2025 ahead of the official opening of Israel's new embassy in Tallinn, the Estonian capital. At a joint press conference, Sa'ar called it "an exciting and festive moment in Tallinn", but added that "this is a difficult and painful moment in Israel", as Lieutenant Hadar Goldin was being laid to rest 11 years after his abduction in Gaza.

Sa'ar also condemned recent Iranian plots against Israeli diplomats, among them an attempt to assassinate Israel's ambassador to Mexico. "We will not be deterred... we will continue to expand Israel's ties around the world," he said.

Why Estonia, and why now

Israel and Estonia have had diplomatic relations since 1992, and Estonia has kept an embassy in Israel since 2009; the Tallinn mission closes the gap in the other direction. The Jerusalem Post reported that it was the third new Israeli embassy opened within a year, after Moldova in February and Zambia in August, and that Sa'ar travelled with a business delegation focused on technology, cyber and defence.

Estonia's public broadcaster ERR reported that the embassy opened on 11 November on Maakri street, near the site of Tallinn's Great Synagogue, that Sa'ar was also due to meet Prime Minister Kristen Michal and Defence Minister Hanno Pevkur, and that Tsahkna called the occasion a historic milestone in relations between the two countries. Sa'ar told the ceremony that both are small nations facing many threats, both are democracies and both have important start-up sectors. ERR noted that Tsahkna restated Estonia's support for a two-state solution and for Israel's right to defend itself within international law, and that a small pro-Palestinian protest took place outside.

The soldier being buried that day

Lieutenant Hadar Goldin was a 23-year-old platoon commander in the Givati Brigade's reconnaissance unit. He was killed on 1 August 2014, during the Gaza war, when Hamas gunmen emerged from a tunnel in Rafah and attacked his unit; his body was dragged back into the tunnel. It was returned to Israel on 9 November 2025, after more than 11 years, and identified at the Abu Kabir forensic institute in Tel Aviv, the Times of Israel reported. His funeral fell on the day of the Tallinn ceremony.

Iran's campaign against Israeli diplomats abroad

The Mexico plot was disclosed days earlier. According to the Times of Israel, the plan against Israel's ambassador in Mexico City was driven by the Quds Force, the external arm of Iran's Islamic Revolutionary Guard Corps, and was thwarted after US and Israeli intelligence tipped off Mexican authorities. A US official said the plot had been contained. The same reporting said the unit involved had also advanced operations against Jewish targets in Australia and Europe in recent months; Iran denied the allegations. It is that pattern (embassies and ambassadors as targets) that gives an embassy opening a security dimension it would not otherwise carry.

What is still unclear

The statements did not say how large the new mission is, whether it will cover other Baltic states, or what security arrangements were made for it. Sa'ar did not detail the other Iranian plots he referred to beyond the Mexico case, and the material gave no Estonian government comment on those allegations.
