Avraham Neguise was born in 1958 in Ethiopia

Neguise was born on 10 February 1958 in the Gondar region of northern Ethiopia, where he worked as a shepherd. He attended high school in Gondar and later worked at an orphanage caring for children who lost their parents in the Ethiopian civil war. He immigrated to Israel in 1985 as part of Operation Moses.

In Israel he earned a BA and MA in social work from the Hebrew University of Jerusalem and a law degree from Sha'arei Mishpat College. He also holds an MA from Swinburne University of Technology and a PhD in education from the University of Sussex.

He worked for years in the welfare department of the Jerusalem municipality. From 1994 to 2015 he led South Wing to Zion, a group he founded to support the immigration of Ethiopian Jews and the Falash Mura. He founded the Atid Echad party, which ran in 2006 without winning a seat, and was later placed on the Jewish Home and Likud lists.

In 2015 he was elected to the Knesset for Likud and chaired the Immigration, Absorption and Diaspora Committee. After a police officer was filmed beating soldier Damas Pakedeh, he called for prosecution and proposed a bill on recording arrests. In March 2016 he and Knesset member David Amsalem boycotted plenary votes until funding was found to bring Ethiopian community members, and the boycott ended with an agreement on 1300 immigrants.

He later became Israel's ambassador to Ethiopia. In April 2025 he was expelled from the African Union headquarters. He is married with 2 children and lives in Pisgat Ze'ev in Jerusalem.
