Gur was born Eprem Gorelishvili in Kulashi, in Soviet Georgia, in 1955. He immigrated to Israel in 1972 and settled in Ashdod, where he worked in insurance.

He joined the Labor Party and became secretary of its Ashdod branch. He also served as deputy mayor of Ashdod and chaired the city's Zionist Council.

In 1988 he entered the Knesset on the Alignment list. During the 1990 dirty trick affair he left the party, founded Unity for Peace and Immigration and backed the Likud-led government of Yitzhak Shamir. He served as Deputy Minister of Communications and then as Deputy Minister of Transportation.

He merged his faction into Likud before the 1992 elections and was reelected. He was among the initiators of the absorption basket law, passed in 1994. In 1996 he left Likud, ran with his own list and lost his seat when it did not pass the electoral threshold.
