4. סמכויות יושב ראש
(א)ישב בראש הועדה חבר שאיננו היושב ראש, תועבר כל החלטה שלה לעיונו של היושב ראש, לפני שתועבר לרשות המוסמכת.
(ב)היושב ראש רשאי לאשר את החלטת הועדה או להחזירה בצירוף הערותיו לדיון נוסף בועדה.
(ג)בדיון נוסף כאמור ישב היושב ראש בראש הועדה.
