המוסר חבילה או עטיפה המכילה חומרים מסוכנים להובלה בכלי טיס, ימסור למפעיל האווירי הצהרה שלפיה כל מי שהיה מעורב בהכנת החומרים כאמור להובלה בכלי הטיס עבר הדרכה כנדרש בהוראות הטכניות לעניין זה.
