28. מפקד יחידת המשמר
השר לביטחון לאומי, בהסכמת נשיא ערכאת הערעור, ימנה סוהר בכיר כהגדרתו בפקודת בתי הסוהר [נוסח חדש], התשל״ב–1971, למפקד יחידת המשמר (להלן – מפקד יחידת המשמר), לשם ביצוע תפקידי יחידת המשמר לפי חוק זה; מפקד יחידת המשמר, בהתייעצות עם נשיא ערכאת הערעור, יקבע הוראות לעניין עקרונות פעילות יחידת המשמר לשם מילוי תפקידה.
