בעל רישיון ימקם גדר כאמור בתקנה 161 כך שתפריד בין אזור התנועה והחלק של שדה התעופה שאינו פתוח לכלל הציבור לבין חלקים בשדה התעופה הפתוחים לכלל הציבור.
