קברניטו של כלי שיט המרותק למסוף יבטיח כי בכל משך שהיית כלי השיט במסוף יימצאו בכלי השיט אנשי צוות בעלי כישורים מתאימים ובמספר מספיק לצורך שמירה על בטיחותו והפעלת כל המכונות הדרושות לשם הנעתו ותמרונו.
