137. חישוב המנין החוקי ופחיתתו
(א)לשם קביעת מספר חברי המועצה הדרוש למנין חוקי של המועצה יראו את המספר הכולל של חברי המועצה שצריך היה לבחרם כאילו נבחרו.
(ב)פחת מספר חברי המועצה, מאיזו סיבה שהיא, עד למטה מהמנין החוקי שנקבע בתקנות הנוהל, רשאי השר לעשות אחת מאלה:
(1)להורות שהמועצה תיחשב כמועצה שחדלה;
(2)להורות שייערכו בחירות למילוי המקומות שנתפנו במועצה;
(3)למנות אנשים כשירים להיבחר חברי מועצה שיכהנו כחברי מועצה במקומות שנתפנו.
