הזכאי בחודש פלוני לקצבת אזרח ותיק לפי חוק הביטוח הלאומי [נוסח משולב], התשנ״ה–1995, ינוכה מהתגמול המוגדל לפי הכנסה המשתלם לו לאותו חודש לפי סעיף 4א סכום השווה לקצבת האזרח הוותיק ובלבד שלא יפחת התגמול המוגדל לפי הכנסה מהתגמול העיקרי.
