תנאי העסקתם של עובדי המוסדות יהיו כשל עובדי המדינה בתפקידים מקבילים, בשינויים ובתיאומים שיקבע שר החינוך והתרבות לאחר התייעצות בשר האוצר לפי המלצת המועצה של כל מוסד.
