8. תקופת תוקפו של רישיון
(א)רישיון הפעלה יינתן לתקופה של ארבע שנים, והממונה רשאי לחדש את תוקפו לתקופות נוספות של ארבע שנים כל אחת.
(ב)על אף הוראות סעיף קטן (א), הממונה רשאי לתת רישיון הפעלה או לחדשו, לפי העניין, לתקופות קצרות מהתקופות האמורות באותו סעיף קטן, מטעמים מיוחדים שיירשמו, לאחר שהודיע למבקש הרישיון בכתב את נימוקיו לכך ונתן לו הזדמנות לטעון את טענותיו.
