כל מקום בתקנות אלה שמוטלת בו חובת דיווח או העברת מידע, פרטים או נתונים (להלן – המידע) לרב חובל הנמל, יראו בדיווח או בהעברת המידע לתצפית הנמל, מילוי אותה חובה.
