למרות כל דבר שבפקודת המכס או בחיקוק אחר כל־שהוא לא ייצא שום אדם ולא ינסה להפיק מישראל מיניראל ראדיואקטיווי כל־שהוא, אלא לפי תעודת־היתר, שהעניקה שר הבטחון לשם כך, ובהתאם לה.
