1. שחרור ממאסר
כל אדם שביום הינתן תוקף לפקודה זו נמצא במאסר או במעצר, ישוחרר, אלא אם נמצא במאסר או במעצר מפני שנידון או נאשם ברצח או בעבירה אחרת שהעונש המקסימלי שהחוק קובע לה הוא עונש מוות או מאסר עולם. אין לשחרר לפי סעיף זה שבויי מלחמה ממחנה שבויים או חולי רוח ממקום מעצרם.
