1. סייג לתחולת הוראות החוק
סעיפים 2(א), (ב) ו־(ד) ו־3 לחוק, לא יחולו על ספרים שיצאו לאור בישראל כדי למסרם, בין בתמורה ובין שלא בתמורה, לציבור מוגבל כגון: בני משפחה, משתתפי אירועים פרטיים, ועובדים או לומדים במוסד חינוכי כלשהו.
