לא יפעיל אדם בלון מאוייש אלא אם כן הוא בעל רשיון טיס והגדרים תקפים אשר ניתנו לו על פי האמור בתקנות הרשיונות ועל פי הזכויות המוקנות לו באותו רשיון.
