לא ישווק אדם תכשיר רשום המשווק לראשונה בישראל אלא מתוך אצווה אשר קיבל לגביה היתר שיווק מאת המנהל; המנהל ייתן את היתר השיווק לאחר שביצע בדיקה כי האצווה תואמת את תעודת הרישום והדרישות הקבועות בתיק הרישום ולאחר שחומרי האריזה, סימון האריזה, ונוסח העלון לרופא והעלון לצרכן אושרו.
