71. מינוי בוחנים
המנהל רשאי למנות לפי שיקול דעתו אדם כבוחן לביצוע מבחנים מטעם רשות הרישוי, הנדרשים כאמור בתקנות אלה. המנהל יקבע תנאים מזעריים למינוי בוחן, לרבות לעניין נסיונו, הידע המקצועי שלו ומיומנותו, עברו התעופתי, הגינותו ואמינותו.
