תיקון: תש״ח
עפ״י סעיף 6 לחוק המעבר, תש״ט–1949, זכות החנינה נתונה לנשיא המדינה.
הכוחות, שהוענקו בתקנות האלה לרמטכ״ל בדבר המתקת־דין, מחילה או המרת גזרי־דין, יהיו נוספים על, ולא גורעים מן, כל אחד מן הכוחות, שהוענקו לשר הבטחון בסעיף 16 של דברי־המלך במועצה, 1922–1935 או באופן אחר.
