104. זכות המדינה לנצל אמצאה
השר רשאי להתיר ניצול אמצאה על ידי משרדי הממשלה או על ידי מפעל או מוסד של המדינה, בין שכבר ניתן עליה פטנט ובין שלא ניתן, אך הוגשה בקשה למתן פטנט עליה, אם ראה השר שהדבר דרוש להגנת המדינה או לקיום הספקה או שירותים חיוניים.
